Pledge to live within three-year bottom line. Moving from $44m deficit this year to $21m surplus in three years.

ACTION: Subsidy down $6m. By third year down by $12m a year. Corporatised by July 1.

Payroll tax: Threshold rising to payroll of $800,000 by 1997. Business to benefit by $13.5m.

Tourism: $10m for promotion, including upgrade of information centre and new body called CanTrade.

Health: Sell Kippax and Melba Health Centres. Health Promotion Authority financed at $2.1m by 5% of the tobacco franchise fee. $2m for 600 extra operations to cut waiting lists. Cardiac thoracic unit starts late 1996; $500,000 for startup. $1.2 for clinical school top teaching posts. 7% extra for mental health.

Education: 1 per cent 94-95 budget cut to private schools reversed. Real funding to continue ($7.7m nominal this year.) High schools at Lanyon (1996) Ngunawal (1997) and Nicholls (1998) confirmed.

Arts: Extra $3m over three years as promised. Includes: $1m for cultural grants; $600,000 for art associated with capital works; $500,000 for Canberra Theatre.

Urban Services: DUS to separate provider and purchaser functions. Competitve tendering for work. Phillip testing to go. Randon vehicle inspections. Compost bins for householders at cost price of $25.
Planning and conservation: 100 hectares grassland conservation area. $1m to start Gugahlin Town centre. $100,000 for LAPACs $737,000 for Kingston foreshores.

Taxes and charges: Up 5 per cent (inflation is 4%)Rates held to inflation pending review. Land Tax … restricted to income-producing properties. Cost $2.1m 1 per cent gaming levy on nealry all clubs. The $1m to go to an elite-athelete program. Low alcohol wine tax goes Stamp duty on shares down to 0.3 per cent. Tobacco tax up from 75 to 100 per cent.

Economic forecasts: General: Growth 2.5%; employment growth 1.5%; inflation 4% falling to 3%; population growth 1%.

Commonwealth: Total grants down $22m to $551m

ACT: Real reduction in outlays of 9 per cent by 1997-98. 1995-96: ACT-source revenue $654m; total revenue $1205m; total outlays $1249.
